Partner at Baptista Luz Advogados and coordinator of the Technology & Intellectual Property Transactions, Digital Media & Entertainment, and Advertising areas. With over a decade of experience in the field, he has witnessed important transformations in Brazilian legislation and has worked with dozens of multinational companies, publicly traded companies, and Brazilian groups, in addition to being a legal consultant for some of the world’s largest technology companies, always with a focus on high-complexity innovation projects, which are his specialty. His work and that of his team have been recognized by some of the industry’s leading publications, such as Chambers & Partners, Leaders League, Legal 500, Global Data Review, IAPP, IAB, and Scape Report.
He graduated from USP, Postgraduate degree from the University of Southern California, and a Master’s degree from FGV/SP. He was an associated researcher at InternetLab and a visiting professor at Stanford Law School. He was also a guest lecturer at the University of São Paulo, London School of Economics, and Cornell Law School. Over the past few years, he has also worked institutionally with startups, accelerators, and entrepreneurship promotion entities. He was a consultant to the Ministry of Justice in the drafting of Decree 8,771/16, which regulated the Brazilian Civil Rights Framework for the Internet, and is currently a member of the “Startup Regulatory Environment” Subcommittee of the Interministerial Committee for Digital Transformation. He is a board member of Grupo Dínamo, the Brazilian Association of Startups, and the Internet Advertising Bureau Brazil, where he is also a professor and course coordinator. He is the author of the books “Net Neutrality: Internet Architecture Regulation in Brazil” (IASP Publishing) and “Regulatory Environment: Good Practices Manual for Public Policies Supporting Startups” (Dínamo, co-authored with Felipe Matos).
